Background setting of the exercise: At 20:00 on January 14, 2025, the Jinshan District Meteorological Observatory in Shanghai issued an orange warning signal for a snowstorm. It is expected that the snowfall in the entire area will reach more than 6 millimeters in the next 6 hours, which will have a serious impact on outdoor operations, transportation, facility agriculture, construction projects, temporary factory warehouses, etc.

According to the "Jinshan District Special Emergency Plan for Responding to Rain, Snow, and Freezing Disasters", the Jinshan District Disaster Prevention Office immediately launched a Level II emergency response for responding to rain, snow, and freezing disasters, and established a district emergency rescue command center in the command hall of the urban transportation center.

Response to road icing and snow accumulation scenarios

The emergency rescue team of Shanghai Jinshan Highway Construction Co., Ltd. used Zhejiang Tong brand multifunctional snow shoveling vehicles to quickly clear the snow on the road. The rear team scattered industrial salt to assist in melting the snow, removing snow and ice, and keeping the road clear.

Factory collapse rescue drill

During the inspection using the high-definition probe of Jinshan Iron Tower Company, New Jinshan Development Company discovered that a temporary factory warehouse of a company in the park had collapsed on a large scale due to the accumulation of heavy snow, and one worker was trapped.

After receiving instructions from the district emergency rescue command center, the Haijiang Group rescue team immediately activated the emergency plan, dispatched professional rescue teams with equipment to rush to the scene, and cooperated with the fire department to carry out rescue operations. During the rescue process, the robotic dog was equipped with far-infrared detection equipment and remotely operated to enter the collapse site, accurately locating the location of trapped personnel and providing valuable clues for the rescue team. With the joint efforts of the rescue team, the trapped workers were safely rescued and sent to the hospital for further treatment.

Road transport accident drill for hazardous chemicals

In addition, in the rescue of hazardous chemical road transportation accidents, various departments worked closely together to successfully handle collisions between private cars and hazardous chemical vehicles caused by road icing and skidding, effectively preventing the occurrence of secondary disasters.
